The all male staff was adopted into the regulations in 2066, as a check on delegate power. Early on, it was feared that accused delegates might be able to get their own friends to serve as judges on Sanction Committees and Tribunals- thus undermining the objectivity of the entire system. As a solution to this problem, the New United Nations instituted an all-male Selections Committee that maintains the sole power of selecting delegates to sit on Sanctions Committees and Tribunals. The men on the Committee make sure that the delegates who serve as judges are not friends with the accused. In fact, if the accused delegate has a bad reputation for mistreating her staff, the Selections Committee may even get revenge by picking her worst enemies to judge and then punish her. Delegates are charged with writing and enforcing International law, but in practice, very few of the younger delegates have a law background, so most of the everyday activity is carried out by the professional staff. The BRC determines the committee appointments of delegates; and the hirings, dismissals, and salaries of all NUN staff.
