A few days later, Kate was sworn in as Chief of Staff, with the President and Secretary present. At the ceremony, which was large enough to be impressive yet small enough so that most of them knew each other, Annette thanked everyone and handed over to Kate her staff of office. When President Vivian spoke, praising both the outgoing and incoming Chiefs of Staff, she surprised everyone, including Kate, by producing, reading, and handing to Kate her commission as a General.

Harry, Glenda, Jan, Kate's father Steve and brother Steve Jr., as well as her sister Deirdre, Steve Jr.'s wife Louise, and Deirdre's husband Frank were all seated in a special section. The commandants of the major Corrections facilities, including CPT Nicole and 1LT Cynthia, among them were in uniform, as were the officers and noncoms from the Disciplinary & Retraining Unit. MAJ Elaine was in charge of the group and was accompanied by 1SG Wendy. Kate had also invited Janet and Eleanor from Goose Cookers, and her close friend, WO3 Kathryn, as well as COL Rachel and CPT Helene.

Kate spoke briefly. She began by describing the major shoes she had to fill and thanked many who had helped her during her time in the Service. She thanked her spouses and family without naming them personally. Then she outlined some of her concerns for the Service and the challenges ...

There was a reception, which was well-catered, and everyone knew that getting high was not good for career prospects. After the party wound down, Kate saw CPT Nicole and invited her into her new office nearby.

"You've really done it, Kate, or GEN Kate, as I am happy to call you now," Nicole smiled.

"Nicole," Kate replied crisply, "I brought you in here now because you are one of the brightest and most imaginative officers in the Service as well as one of the most competent. Yes, we have had issues in the past, but I think we both have gone a long way toward overcoming them. Let me indicate my regard for you by proposing to name you as my successor in commanding the Disciplinary & Retraining Division."

For once, the knowledgeable and highly alert Nicole was surprised. She wouldn't have been to guess that Kate had come as far as to appoint her to this choice post.

Kate had never seen the blonde, sure-of-herself Nicole nonplussed. She responded, showing her surprise, and haltingly told Kate she was amazed and gratified by the confidence Kate was showing in her.
