"How long will that take?"
"Oh, I expect to have some surprises ready by nine in the morning. Be here early."

"What happened?" asked Mallone over the phone.
"Procedure snafu." Kiki Narvaez responded.
"Explain that?"
"A few weeks back, I called the city utility board, and asked them to do an inspection on the building that suspect Lamarr Wilson's business was in. It was part of the pressure campaign. The building is obviously old, there were bound to be code violations."
"Okay?"
"Well, it went better than I could hope. The electrical in the building was outdated, but even better, Wilson's empleados refused to let the city workers into certain parts of the building. They almost amenazado them to keep the utility people out."
"That's a red flag." Mallone mentioned.
"It sure is." Narvaez confirmed. "I was arranging for a surprise for Wilson, but..."
"But what?"
"...the utility people gave an incomplete report for their inspection. Apparently, there was enough found for the city to step in, but since the report was incomplete, the city couldn't enforce anything until they got a complete report."
"The utility people showed back up today, with a warrant to let the inspectors do their job, and they brought local police along to serve and enforce the warrant. I was unaware of this ...

"And...?" prompted Mallone.
"Some gang member panicked, and opened fire on the police."
"Allright?"
"A firefight broke out." Narvaez went on. "Two cops caught some rounds, and two drug dealers got themselves dead. Unfortunately, while the firefight was happening, they were doing a soak and flush with the cocaine on the premises, and somehow a fire started..."
"That happens." Mallone confirmed.
"The fire got out of control and spread to two neighboring buildings."
"Collateral damage." Mallone mentioned.
"Also... Lamarr Wilson fled the scene. He got away." Narvaez said. "He got away with an unknown amount of money, stripped a couple of local cops of their gear, and left them cuffed... and unharmed... but mostly embarrassed."
"Not a big deal then." Mallone asserted. "Where's Wilson now?"
"I don't know." Narvaez said. "Local police are doing all they can..."
"Anything else?"
"The cops are shutting me out now." Narvaez said, a bit of anger in her voice. "The local Chief is a Crusader type, and he's closed ranks, trying to keep a lid on the situation."
"That's understandable." Mallone said. "He's not allowed to shut you out though. That's outside his authority. You are to have access to all local manpower and information."
"He's done it." Narvaez said in response. "I'm having a meeting with him in the morning, and I'm going to try and get this moving forward again. I've scared the conejo out of his hole, and now it's time to grab him. We've ...
