... Chief was calling the mayor.
"Joe? It's Hagen. I'm getting a stonewall. I need help. This is going to blow all over us if we don't get on it yesterday. I need you to reach up."
He listened for a moment.
"Yeah. Her director is a guy named Mallone. DEA."
More words from the other end.
"I'll send you what I can, but there's restrictions. Federal stuff."
More sounds.
"We got a block fire, two dead gangbangers, two wounded cops, a kidnap, and millions of dollars in lawsuits coming at the city. Don't wait."
A moment of silence from the other end, then a single, pointed word.
"My thoughts exactly."
More words from the phone.
"No, I'm going to arrest her for operational irresponsibility if I don't get my way, and then I'll paint with the biggest brush I can grab. This isn't on us, it's DEA. We even have their paperwork, signed by federal judges, saying so. But I'm going to be loud if I have to, Joe. This isn't on us."
More words from the phone.
"Joe, we really need to get in control of this. Skip levels, go as high as you can. I can arrest her, but I won't be able to hold her. In the meantime, this is out of control. The press is going to get on this this cycle. We're in trouble."
Silence.
"Joe... this is bad."
Noises came through.
"I know. I'm not kidding. I'm not exaggerating. We have dead people, a fire still burning, people missing, and it's going to blow up in our faces."
An audible sigh, followed by angry words.
"Good. ...
... Call me back. I'm grabbing the reigns here. My best to Keri."
The Chief then hung up the phone.
"What do you know?" Chief then asked Damar.
"Nothing." Damar said, his interest piqued. "I've had two interviews today. That sounded bad."
"It's bad." Chief confirmed. "And you're involved. In fact, you're about to be more involved."
"Uh oh." Damar said, trying to make light of things.
"Here's the short sheet..." Chief started. "... This morning, a city utility crew got a warrant to go inspect a building that had been giving them a problem. They took code enforcement and five uniforms with them, to keep things calm."
"It blew up. It was a coke distributor business."
"The officers went in, and once they got past the front, they were fired on. They took cover, and fired back. Two cops were shot, nothing fatal. Two gang members are now dead, of the six that were on site."
He paused, and took a breath.
"Up the block from that, the business front owner is spotted by a unit on the way to the shots-fired call. The situation gets out of control, and the two uniforms get jumped. They end up giving up their weapons, get cuffed together, and the front owner and an accomplice get away."
The chief then ran his hand over his head, and took a moment to compose what he needed to say.
"We've identified the front owner, and his accomplice who got away..."
Damar waited.
"It's Lamarr Wilson, and Miles Croomer."
Damar didn't move, or change expression, but he ...
